The UK government has done a review on Tier 4 rules recently and has introduced few changes to the UK visa rules. The point based system was effective since March 2009 but few more amendments were necessary to streamline ability of genuine international students to come to the UK to benefit from the world class education system.
From 22nd February 2010, any student who wants to study in the UK under Tier 4 of the points-based system must possess a confirmation of acceptance for studies (CAS) from their prospective sponsor/university. Therefore, visa letters will be fully replaced by Confirmations of Acceptance for Studies. A CAS is an electronic reference number. The Tier 4 sponsor will need all the same information that is currently in a visa letter to assign a Confirmation of Acceptance for Studies.
You will not be able to apply under Tier 4 using a visa letter from that date, even if the visa letter was issued before 22 February 2010.

All of these changes will come into force on 3 March 2010 and all Tier 4 applications submitted on or after this date will be subject to the new restrictions.
